The Governor's Office of Coastal Activities was created in 1989 and the Coastal Protection and Restoration Authority was restructured in December 2005 following the devastation of hurricanes Katrina and Rita. You can visit the CPRA website to view Louisiana's Comprehensive Master Plan for a Sustainable Coast, the first state document that sets out guidelines for short and long term hurricane protection and coastal restoration.

1983 is about right that is the general time period the show Making of a Continent aired - old but still relevant!

Does Louisiana have a State wetlands protection program or does it still just rely on the Federal Clean Water Act to enforce wetland protection? When I worked down there in early 90s I was amazed that the state had no wetland protection act to oversee projects in wetlands not covered by the CWA. The general sense I got was LA did not value wetlands and favored industry over the environment.
