HAZARD-warning lights used on moving vehicles as defacto 'rear fog lamps' is contrary to the "UN Convention on Road Traffic, Road Signs & Signals". The Gulf States need to mandate for all vehicles REAR FOG LAMPS (fog taillights) per "UNECE Transport Regulation 38". Same advocacy applies equally to the North American market (SAE J1319). EN471 safety vests and UNECE 27R warning triangles should also be adopted.
Hazard warning lights should be kept for crash scenes and breakdowns *only*.

Best to install a rear fog light, they are purpose designed for these conditions, and are brighter still.
