@MrConundrum2020 Frequently, for a number of reasons, those who appear to be subordinates in any bureaucracy are actually running the show, especially in the area of their "expertise." In this case, it is good that he could be replaced with minimal political fallout against Obama, but a review of the policy in Afghanistan is still in order.
