Is he looted off the actual mob? Or from a nest near him? I found him, killed him and didnt get thats why I'm curious.

i found that hatchling in the Un Goro crater. Just look around the trees where the raptor packs are.

@GreenGiant1771 it spawns in the area around the boss use wowhead they have the nest locations on map with coordinates
