Take inflation into effect and 18 billion USD would be greater today. It wouldn't still be 18 billion.

18B$ in today's money in the Federal Government is not that big of a deal as far as a deficit. You could wipe that out with solid Economic Growth.

If you look at it, US problems with debt & deficits started under Kennedy. The US had maintained a good record of balancing its budgets under Eisenhower & the US has only balanced its budgets 4 times since then.
