I noticed that for windows 7 licenses, it says "upgrade only" - does this mean I cannot do a clean install of windows 7 on a computer build for myself?

I work for Microsoft and I support the Action Pack Team. I just wanted to let you know that you actually get 10 lic. for Windows 7 Pro and 1 for Ultimate. Not 8 for Pro.
