Can anyone explain what "in small doses" means in this video at about 2:45/3:18?

I know it's literal meaning but I can't get the point of it in the context.

Although I filmed this in 1999, I think it's still true in 2009. Just 2 days ago, I was in the Paris Metro, and 2 couples of American tourists walked on the subway 3 stops before mine, and talked to each other as if nobody else was on the metro, speaking loud, impervious, having fun, slightly drunk, and well, there you have it...
