I've done it at random times. There are times I want to do it, but my fingers stop me or whatever, but I can sort of feel when it will work and when it won't. It can be done anywhere really, it's a lot easier in the corner though. Timing it anywhere else without a FADC is brutal, but possible. You just have to feel it out or go in practice a lot. Took me a half an hour to actually see the timing rather than just feeling it out.

Really? I'm going to have to try this out because I can only pull the EX Spinning Kick + Ultra when I have them in the corner.

Actually you can just hold forward and ultra when they reach the right height.

Yeah after Sakuras EX spinning kick you can quickly dash forward without a cancel and get all the hits, for what it is worth I tend to just prefer the better chance of hitting with it but just purposely losing one of the hits and saving the EX blocks, for that extra tiny tiny bit of damage i dont think the risk of missing or using the 2 EX bars for a bigger window are worth it.

no. you can just normal dash and it will still work, because sakuras recovery time after her EX spinning kick thing is like 0.
