It's black ice. Almost impossible to tell how thick it is without punching a hole in it. That would take an ice auger.

I would guess it is at least a foot thick.

It is very safe.
Back in my early childhood (1975) I saw a couple of guys burn out a chainsaw trying to cut thtough the ice (to go for a swim) near Kapuskasing Ontario.

They cut a hole several feet deep before the saw gave out.
