For PC player, to perform pickpocketing action, you have to press/hold F key to lock on to your target. Walk your Altair behind your target, make sure that he doesn't feel suspicious (if he does he will stop walking) and press Shift key to start pickpocketing and continue to HOLD the key until he finishes the task.
It gets me several times to figure out how to achieve this but if you follow my guide it will be very easy.
