This song wasn't in any way made by Putin or any official related to Putin; if you research the origin of the song, a songwriter took on a bet to create a hit single that will top the charts within a couple of weeks, and he did so. The songwriter felt that a song about Putin would be the most successful. Putin later adopted the song to use in his campaign(s)
