He was editing out the saves as far as I can tell. If he was using an emulator, he kept reloading a quick save. If it wasn't an emulator, he was editing out the parts where he reset the game and searched for a dragonair from the original save.

I got a Dragonair lvl 32 it took a fucking hour and i had to keep throwing bait but it was way worth it.
