Won't the company just keep pumping oil and passing the bill for the amount that is above their cap onto the consumer. So the price goes crazy high, the oil company makes more more money and pumps faster?
And if people started gettign these dividend cheques which are basically covering the cost of their energy use...aren't they just going to drive more and turn the heat up (rebound effect).

Firstly, carbon has very little effect on the greenhouse effect. Global warming simply isn't caused by carbon.
