Actually not just power metal, but in general it's a staple of the genre. I'm not into power metal a whole lot but I believe Stratovarius does that a lot, so does Into Eternity but they're not power metal.

I'm don't know much about theory, correct me if i'm wrong but doesn't major 7 refer to chords not notes.
