This song has nothing to do with Obama.
Ali is talking about how he was an ignored voice, cast outside because of his differences. He was saved by the loving hands of those who raised him. It gave him the strength to sing so loud that not only his loved ones took notice, but also some of who are amongst the people had cast him out originally.

Look...whilst elements of this song might relate to Obama in some way (But for a Brother Ali song about Obama, check out Mr President), this song is almost certainly a parable for Brother Ali himself, used to convey messages about race, but, more importantly, prejudice in general. The 'leper' in the story is clearly supposed to be Ali, as he is white (like the slavemaster) but rejected by the whites, as he often says he was himself.
