he could do this quest in level 15 he level 33 so  33-15=18 18 levels ago its all because the side quests :)

COOL ITS THE EBONY MAIL THAT GIVES HIM THAT BLACK SMOKE, YOU`LL GET IT FROM THE QEUST "BOETHIAH'S CALLING"  ITS REALY AWESOME ARMOR. AND IT'S WORTH A FUCKIN' SHITLOAD OF MONEY.:O

The black cloak is actualy letting you sneak better and give 5 damage of poison/sec, the armor also make you silent.
