Trust me, I took this video, and that driver was reckless, he overtook when very unsafe, and was spotted by the police

That would have been $1.50 (per head) plus cost of fuel, as a loss during that run. Plus the additional loss for having to stay put with the officer, and losing more fares going to his other ZR competitors on the same route. The officer told him straight' I don't want to see that kinda thing on the road again."

The punishment was not meant for the passengers/tourist it was for the driver since he'll have to refund all those people their money. Bear in mind those ZR vehicles must earn a certain level of revenue per day in order to turn a profit. By taking away his entire full load of riders that is a painful financial lesson for the minibus driver.
