It's easy to see that the drain is closed on this one which explains why the water takes so long to run off. Behind the tap is a little stick with a shiny ball at the end. You can open the drain when you push this stick down and close it when you pull it.

I guess the idea is that you turn on the water and put your junk into it.

If the drain has been installed properly and at the correct angle I cannot think of a good reason for it to take that long.
