  • If you put toll booths coming into the city from the bridges, wouldn't you have MORE fuel emissions because people have to stop and wait to pay the tolls? They'll be pile ups on the bridges as people wait to pay. Look at the Verrazano Bridge going into Staten Island during most times of the day.
