I live in Russia as well, and I'd say: bike lanes are great, but with air temp. below -5 C most of the year with 85% humidity in Spb, no one would use them.
The crap about Russian cars is that they cost more than the competative price. The government's "support" has always been about making foreighn cars expencive, so the semi-gov. controlled lada could rize prices and stop caring. Most ladas have low safety ratings, are polluting. Ex: a WV golf is approx 19 000 euro

Yeah, normal cars shouldn't be necessary. Build wide bike lanes, instead. Bikes (and trikes) should be common everywhere. That way the average person doesn't have to waste money on a car. Cars should only be used for long trips.
