Larry Rew is the actor. Sadly enough, he didn't do much work in his life. Which is a shame, I'd say he is the only actor that could be classified as good. Then again, the bald guy just nods in most of the scenes and Selenko is just there, so yeah.

Commissar Holt rules by fear of force rather then force itself. its one of the oldest ways... it keeps men in line AND gives you more people to command. of course, sometimes it requires an initial demonstration of power, but thats somewhat unavoidable. thanks for posting^_^
