This is a trio of Splash tetras laying and fertalizing eggs outside of the water. They leap onto a hard surface outside the water and lay their eggs. The adults then splash them with water to stop them drying out.
Those are beautiful fish!! Unfortunately they are not readily available here in the USA. And if you want to keep them, your best bet is in a paludarium.
Your Splashers are goregous! I had four..unfortunately I have only one left..I wish I could find more..they are kinda scarce around here..I have one male..its funny..he used to hide a lot when he was in a heavily planted 20L..now he's in a 46Bowfront with plastic plants and he's out more..he also looks bigger. Weird..

@TimmyGal You mean a Riparium. Paludariums would be dangerous for them.

If you're in the UK, try Southern Aquatics Poole Dorset - they've had nice specimens before.
