  • @norcoboy - basically it means "the whole world is crazy" or "what great decadence this is, that is coming to an end" A big fire was started in Rome in AD 64 which burned a LOT of the city.

  • @norcoboy tmanran is right about the historical aspect but the casual remarking of the event and "pouring another drink" refers to a legend that during the sack of Rome, Emperor Nero was calmly playing the lyre and singing a song about the sack of Troy. It's really a statement about the sordid set of affairs in the world and, realistically, what little can be done about them. You might as well have another drink and watch it burn.
