While it doesn't have much PvE content (quests, etc) compared to other MMOs, the complexity and, for many, beauty of L2 lies in just that, the political decisions and conflict and such between different clans/alliances. And PvP is at the core of all that, on small and large scale. Once you get a taste of it and get caught up in the political and PvP conflicts, it can be very addictive. L2, IMO, is a much more "personal" experience than WoW, because players are at the heart of everything.
