It is not necessarily the pre-mating ritual either. It could just be one eagle chasing another one. It happens all the time.

Nice video well done... just to let you know, Eagles don't mate in mid-air, its just a commonly miss conception. The male mounts the back of the female, literally standing on her back while on a limb or the nest. They do have courtship displays involving aerial acrobatics and tumbling.
