@flegolas A wetting agent decreases the energy per unit surface of the solid-liquid interface. A surfactant decreases the energy per unit surface of the liquid-vapor interface. Many surfactants are also wetting agents on many surfaces, but this doesn't have to be the case.

The effect you're demonstrating is not the decrease of surface tension from 0.07 N/m to 0.02 N/m. This does happen, but it's not the relevant bit. The soap also is a wetting agent. That is what causes the pin to sink.
