I seriously doubt that was the V.P., the second vehicle was the VIP vehicle, and he wouldnt travel in what looked like a Maybach. It was prob a visiting VIP.

if you pause it right after the presidents car goes by theres a half a million dollar maybach right behind it, why is the government spending that?

It very well could be the president. The additional vehicles, including the ambulance, are for out of town visits. And they don't completely clear the roads in DC. I was in DC in July, the day of Tony Snow's funeral, and was passed by the motorcade as they returned to the White House. I was standing on the traffic island at Pennsylvania and 13th St. I expected one of the DCMP motorcycle cops to force me to contiue crossing Pennsylvania Ave, but they blew past without bothering me.

That wasn't the President. Most likely it was VP Cheney. The Presidential motorcade travels with more vehicles and ALWAYS a DCFD paramedic ambulance. Additionaly, the roads are cleared for the President ... you wouldn't have been allowed to sit where you were sitting as he passed.
