The newly released Android Emulator psx4droid by ZodTTD play most PSX games just fine. There are some problems in the sound department, but the overall experience is OK for a first release.

Im a galaxy ace GT user works absolutley fine...smooth as you like.. Easier game play when screen rotated and buttons moved to suite.

Keep in mind while watching this video, uploader has Samsung Epic 4G which happens to have dedicated graphics. Most androids render 3D graphics from the processor, slowing the fps greatly. Where as Epic does not.
