The only thing I know is that "Sesame Workshop" (in the past when Mysterious Theater was on air, "Sesame Workshop" was called the "Children's Television Workshop") produced Mysterious Theater from 1989-1992 but, the skits were still being aired from 1992-1999 where Vincent Twice was taken off Sesame Street in the year 1999. However, if you look on Muppet Wiki, maybe you might find some info. about Mysterious Theater.

One of my mom's favorite stories now that I'm older and in university is how when I was four or so, she walked into the house from doing some yard work and heard the Mysterious Theater theme coming from the living room TV where I was watching Sesame Street. She rushed in and couldn't find me. I was hiding in a cabinet because I was so scared of this intro. I'm so glad to find I wasn't the only one hahahahahaha

Like I said, I thought Vincent Twice went to jail after this sketch, and that's why there were no more sketches after that. I half expected to see a new episode with Vincent Twice in a striped suit, behind bars, introducing a new episode.

I also used to think it was a rose but, the person DakariKingMykan mentioned to me that it was a wine glass, and "DakariKingMykan is right because, as I take a closer look at it, I can see that it's a wine glass.
Also, the painted woman here also has to do with the painted woman in Edward Gorey's "Classic Mystery Intro" of Masterpiece Theater where the painted woman had a wine glass where you can see her drinking out of it but here, the painted woman is frozen.
I will email you that skit.
