@orangeblood307 Look at the title "Desert Fox", This took place in 1998 when U.S. President Bill Clinton bombed Baghdad because Iraq was failing to comply with UNSC Resolutions WAY before 9/11. According to UNSCR 687 if Iraq failed to force compliance, the UN and /or it's party member have right to resume hostilities in order for Iraq to comply.
