That's a fitting analogy, but I think it's specifically referring to British socialist parties. The UK had a whole mess of socialist parties that all had the same goals but feuded with each other over tiny, pointless ideological differences.

Actually, I think it refers more to the various warring Palestinian freedom/terrorist factions that were around in the seventies when the movie came out - you had the PLO, the Palestinian Islamic Jihad (PIJ), Hamas, Fatah, Democratic Front for the Liberation of Palestine (DFLP), the Popular Front for the Liberation of Palestine (PFLP), the Popular Front for the Liberation of Palestine - General Command (PFLP-GC), the Abu Nidal Group, and on and on.
