    there may be ic's like LM3914 working for what you want to do. very easy to use. by the way, i think the application shown in this video is another example of many here on youtube, where you could do the whole thing without the arduino, just using very cheap classical components and no coding needed. i don't like using a µC if it isn't really necessary. feels like wasted hardware...
