Jerry Menikoff, M.D., J.D., M.P.P. (Director, Office for Human Research Protections, U.S. Department of Health and Human Serivces, Washington, D.C.) reflected on several deep meanings, ethics and questions surrounding the use of humans as research subjects and the efficacy of institutional review boards, their requirements and processes in the United States. He addressed the following: "Will IRB's become extinct?", implications of the acquisition and use of specimens, the meaning of consent agreements, and the disclosure of alternative information.
