You don't need to be at 8% hit. Stat priority is Agi>yellowhit>expertisecap>has­te>spellhit>mastery>whitehit>c­rit

To reach yellow hit cap is a measly 2% (241 hit rating if you are specced 3/3 precision), and because combat rogue rely on melee dmg rather then poison dmg you don't need to be at 8% hit.
