The question as to what led to Annan's action still lingers in the minds of many. Olivia Oketch sought to decipher this question and she spoke to political scientist Mutahi Ngunyi who says that aside from the lack of commitment on the government's part, Annan may have also acted to save his credibility that was already being dragged through the mud by Kenyan politicians and media pundits.
Annans decision was sparked by the resolution of the OAU, in the Libyan summit July 2009, to stand firmly behind Sudans Al Bashir. President Kibaki supported the OAU resolution not to have President Al Bashir arrested and sent to the Hague, quite annoying to Annan. Since then Ocampo is very busy with Africa, now in the Congo for more evidence.
