this is so contradictory. welfare is any transfer of wealth from one individual to another at the behest of the collective government body (governments in the Western/modern case).
so, universal healthcare, and to an arguably lesser extent, legally forced maternity leave for 2 years (France) are welfare...
not sure if you are really against welfare...

Hi mordeth, Do you have to be over 18 for the tour? because I'm 17 (18 in december) and I dont Know the laws on riding scooters in taiwan, I live in the uk and only have a provisional licence which entitals me to ride anything up to 125cc in the uk on 'L plates' so would I be able to ride a scooter in taiwan now or would I have to take another test? Sorry if you've been asked before. If you do need a full licence or need to be 18 I wont be discouraged, I'll just come next year :) Thanks M
