@JMSayre1 thats what the program does.. but its a simple GUI so people can do it without commands.. when they dont know what symbolic links are etc

is there a way to automatically make my storage drive, my drive where i want to download my stuff without changing the root?

This utility uses XCOPY and symbolic links to shave hard disk space. It should be useful most of the times but the only thing that concerns me is when it copies files that are in use. Sure XCOPY will copy a file that is in use, but the timestamp will not be the same. If you decide to remove the junction point and restore back to the original... the up to date file that was not properly copied would be overwritten.

Why not just use a symbolic link?
Copy steamapps folder where you want, open Steam folder in command prompt and enter:
mklink /D steamapps *path to steamapps folder*
for example if you moved the steamapps to your D: drive it would be
mklink /D steamapps "D:\steamapps"
