That's not a question :P and no, it is a traffic pole. They are like traffic lights, but a physical obstruction. Bollards are to stop people going places they shouldn't. Bollards aren't usually in the road :P

We have that in Lisbon. They use them to block off certain neighborhoods so that only residents have access using a special key.
