Good editing :) I particularly like how happy he looks after he's said "September the 11th" as if this is some profound truth that can't be argued with. Hopefully viewers here will realise this is satire, but like good satire, it exaggerates in order to make its point: Bush was the confused puppet of powerful interests who understood (correctly) that in order to hold on to power and achieve their agenda, they needed to keep a large number of voters confused too.
