@SLBPhantom With so many people using public transit in Japan, those machines have to be constantly serviced. Those machines don't print money or give change or print blank tickets out of nowhere either; they need to be constantly re-stocked. Hence the need for guys to be working behind the machines. It's better than an "out of service" or "no more change/exact fare only" sign on the ticket machine, right?

ive also seen this is in Japan, at an underground station,it was not me,but another passenger did not get his ticket,it was so funny to me,because it looked like the man was inside the ticket machine,in fact he attends to a row of machines,and it is a very good idea,rather than waiting for the man to come.but for a european visitor,i didnt expect it,and it was so funny.

That Asian man also works inside automatic teller machines on weekends.
He's the one that slides the money out to you.
