This garment is called noragi in Japanese. Noragi means "clothes for doing farm work or working in fields".
This worker's noragi is from a rural area in Shiga Ken, near Osaka. It was worn by a field worker for protection against the cold. It is heavy weight, handmade, hand woven (sakiori), homespun fabrics with natural indigo dyes.
