Witches Well - Mount Holly, NJ

Barbed-wire fence, cameras, loudspeakers yelling "this is a restricted area" around a two story building made of brick, with all entrances sealed off, but with wires coming out of it. It is impossible to get in on out.
Why do all this instead of just demolish the site?
Why is the well encased by a two story building?
Who owns it?
Why are there no warning signs anywhere nearby that say "keep out"?
What do the wires connect to?

Cool video but it isnt a well inside that stone building. If you have been to the area around "the well", you can see huge ditches in the ground. These huge ditches contained drinking water and delivered it downhill to Mt Holly. The building containing "The Well" is probably just controls for the resovoirs (ditches). Also, wells probably would not be located on hills. So I doubt The Well is a well at all

@RedDragon0719 It actually is fairly common for a water well to be built on a hill as elevation is not directly related to water levels. And yes, the well is more of an old pump house.
