They are only making available downloads at certain points in the development. Right now there is no use for them to give the nice techs to you, it will happen in the future.
Perhaps you would understand if you were older and more patient.

ofcourse they can do it.
but why do i see this video with all real Tiberian sun techs.
and why can i only get one with just a map with nothing?

They are releasing what they have so far, so that people can beta-test it and point out mistakes and stuff.
It helps the development.
Keep in mind that it's made by just a few guys from their home computers.
