Referring to what you said between time-frame 9:44 and 9:55; the people who won't have feelings and have no problems arresting unjustly or shooting Americans would more than likely be (mostly) foreign soldiers. Much like the U.S. military over in Iraq, who have no problems cappin' people over there (including civilians). Just a hunch.
