Excerpt of a hearing held by the New York City Council on October 17, 2008. Under questioning by Council member Hiram Monserrate, Deputy Mayor Robert Lieber cannot rule out the possibility that members of Claire Shulman's local development corporation will be prohibited from participating in the proposed Willets Point development. At the time of this hearing, an investigation of unregistered lobbying by Shulman's LDC was in progress; it would eventually result in a record financial penalty of $59,090.00 against Shulman's LDC, and commencement of other investigations which remain pending as of 2011.
