Well yes, but it has to be dark and you have to move it at the right speed for your flash rate. If you hook it up to something spinning at a constant speed you can tune the speed of the flash and get a perfect looking image.
Is the POV effect that good when seen in real life? I'm planning on making my own implementation of miniPOV in a deadbug style with an attiny microcontroller, but I don't want to get disappointed with the real effect...
