no they are going to be charged with giving false statements.. and possibly endangerment to a minor.. if convicted of false statements i would prosume that they would be responsible for some of the cost of the rescue effort..
I suspect that they wont be charged for a hoax. The authorities would be worried that other people might not report their missing children out of fear that they might not be truly missing and then be charged for a hoax. Instead I think they will be charged with child endangerment for having that balloon. Then again I could be wrong. There may be more evidence than I am aware of.
