Turnover = the moment right after the hip explosion when the bar is temporarily "weightless" and floating upwards and the lifter drops underneath the bar to receive it overhead. Before the turnover, the athlete's hands are above the bar, afterwards they're under. Basically, Coach Burgener is telling Pat to actively pull himself under the bar instead of just letting gravity pull him down. Hope this helps.

this is CRITICAL to modern technique. the pull UNDER is just as important as the pulling up. and force plate experiments, force measurements etc show that the more forcefully you pull under the bar (see: newton's law), the more upwards force is applied to it during this phase which SLOWS the deceleration . iow, the bar is decelerating from the moment after the explosion (which is where it reaches peak velocity). we slow that deceleration by pulling under the bar.

He's referring to the switch from the deadlift to the overhead position, I'm pretty sure of that even if English is not my primary language as well.
