The president, along with the National Oceanic and Atmospheric Administration, released the "State of the Arctic" report. According to the report, sea ice has fallen well below the previous record. Caribou are declining in many areas and permafrost is melting. The report says the sea ice was 40-percent smaller this year than the average.
But not everything is warming. Scientists also noted that the deep waters off Alaska appear to be cooling and some areas of permafrost are stabilizing
