@locrissk You have to go to a registered Dermatologist (never go to a salon, ever). Ask the Doctor who he/she has treated and how many times (ask to see the before and after pics and perhaps even speak with a patient of his that had the treatment.) It is a safe procedure but you want the best results so you really need to do some research. The cost depends on the Doctor and how many treatments he/she prescribes. It's around 200-500$ per session, 350$ being the norm for a full face.
Awww, poor you. I know how bad it can get. I had worse Rosacia than you (covered my whole cheeks and nose) and I went and had IPL done and it's almost totally gone. I really, really recommend you get it done. for me it was a life changing experience. I had 6 sessions and I get a touch up once a year. I use Elidel cream a few times a week to keep the redness away but the IPL was the real miracle treatment.
